The influence of guilt on corruption prevention among public servants: A survey based on Malaysia Madani

This study aims to identify the level and influence of a psychological factor, namely guilt, on corruption prevention among public servants in Malaysia. Using a cross- sectional survey design, data were collected from 196 respondents through a self- administered questionnaire. Descriptive analysis revealed that respondents exhibited a high level of guilt (Mean = 4.34) and a high level of corruption prevention behavior (Mean = 3.44). Simple linear regression analysis indicated that the regression model was significant, F(1, 194) = 8.04, p < .001, with an R² value of .080, suggesting that guilt accounted for 8% of the variance in corruption prevention behavior. These findings underscore the importance of moral development among public servants and suggest that corruption prevention strategies can be enhanced through ethics training, awareness programs, and the cultivation of personal integrity. The study provides empirical evidence to support integrated strategies for corruption prevention that combine individual psychological development with organizational system reinforcement, in line with the aspirations of Malaysia Madani.
ABSTRACT
Kajian ini bertujuan untuk mengenal pasti tahap dan pengaruh faktor psikologi, iaitu rasa bersalah, terhadap pencegahan rasuah dalam kalangan penjawat awam di Malaysia. Menggunakan reka bentuk tinjauan keratan rentas, data dikumpul daripada 196 responden melalui borang soal selidik. Analisis deskriptif menunjukkan bahawa responden mempunyai tahap rasa bersalah yang tinggi (Min = 4.34) dan tahap pencegahan rasuah yang tinggi (Min = 3.44). Analisis regresi linear mudah mendedahkan bahawa model regresi adalah signifikan, F (1, 194) = 8.04, p < .001, dengan nilai R² = .080, menunjukkan bahawa rasa bersalah menerangkan 8% varians dalam tingkah laku pencegahan rasuah. Dapatan ini menekankan kepentingan pembangunan moral dalam kalangan penjawat awam dan mencadangkan bahawa strategi pencegahan rasuah boleh diperkukuh melalui latihan, program kesedaran etika, dan pembangunan nilai integriti individu. Kajian ini memberikan asas empirikal bagi strategi pencegahan rasuah yang menyepadukan pembangunan psikologi individu dengan pengukuhan sistem organisasi, sejajar dengan aspirasi Malaysia Madani.
